I would add to this that I'm not saying ... I think no one is saying ... that these things will not be done. What I have seen from the commentators so far, though, does not sound like a ringing endorsement of this kind of idea. Something to think about, perhaps.

I was not even trying to address the question of what someone should do if they observe what they think is an improper handling. Afon, I totally agree that what you've described are abuses and need to be dealt with swiftly and effectively. I would respectfully suggest that those abuses cannot be addressed effectively by having more rules, but instead by promoting understanding of our shared values , and by our senior LOs coac...

Not unlike Quite's comment:

The main thing I noticed was that I can walk along the lower level shops and cannot walk along the upper level ones. I'm not sure which way is "best", and that would depend on what one wants, but the fact that they are not equally able to be browsed is troubling.
